Grants are set in USD and paid in ZEC on the day, so their ZEC cost moves with the price.
The lockbox starts: 12% of every block reward is set aside under ZIP 1015, with no way to spend it yet.
Coinholders approve a grants program for finished work, with partial funding when the fund runs short.
ZIP 1016 turns the lockbox into the Coinholder-Controlled Fund: about 78,750 ZEC move to the key-holders' multisig, and the 12% keeps flowing in.
Coinholders approve five grants; the key-holders later veto one.
The key-holders pay the approved grants in ZEC from the multisig.

Anyone can submit a grant application through the process the key-holders agreed on: FPF's GitHub template and a forum thread. Grants are retroactive, for finished work.
Applications are open for community review at least 30 days before the vote. A question added later is discarded, as the Q1 2026 rescission question was.
Every three months. A grant needs at least 420,000 ZEC voted and a simple majority in favour; abstentions are left out of the majority. Coins used in one question also count in the others.
One key-holder can veto a grant that would breach its legal or reporting obligations; two can veto on principle, with a rationale. Payments stop on a veto. No one can overturn a rejection.
The key-holders sign the multisig transactions. Grants are set in USD and paid in ZEC at the time of payment, after KYC for grants above $50,000. If the fund is short, grants can be partly paid.
